The plan includes playing with the Egyptians’ feelings to induce chaos through Al-Jazeera which is considered a pivotal element in the plan. He described Egypt as a “doctor that has only one patient” and would rather that the patient remain ill for his personal interest. Hamad considers that Egypt’s patient is the Palestinian cause and does not it resolved so that Egypt won’t lose its standing as the Arab leader.

Julian Assange, founder of Wikileaks, pointed out that he has 7 documents on Qatar of which 5 were published and 2 were withheld. It is said that Qatar negotiated with the site’s administration and paid the large fee they asked for in order for the documents to remain unpublished. The documents contain serious information of meetings between Qatar and Israeli and American officials that were held for incitement against Egypt.

Like the corpse of a drowned man that refuses to sink, several media outlets received copies of the leaks, and the British newspaper “The Guardian” published the text of the two documents on its websites. Their contents included the American Embassy’s analysis of “Al-Jazeera” channel with regards to the political movements of Qatar and its role in shaping Qatar’s foreign policy.
 
The document with holds the number 432, dated on the first of July 2009, talks of the 50 minute meeting between Sheikh Hamad bin Jasem and “Al-Jazeera” in which Bin Jasem spoke of the Qatar’s foreign policy regarding a number of subjects that included the Palestinian reconciliation and the “Peace Process”. He also assaulted Egypt and its policies directly and indirectly. The American ambassador analyzed the situation by pointing out that Al-Jazeera is a tool that Qatar uses for its own interests.

The second document, which carried the No. 677 and dated on 19 November 2009, was related to a comprehensive assessment conducted by specialists in the embassy regarding Qatar and touched on Al-Jazeera’s role in Qatari politics and the channel’s orientations since Barack Obama was appointed president. The document pointed out that Al-Jazeera has become more positive towards the United States. 

The documents confirm Bin Jasem’s delegation to Al-Jazeera to broadcast news that incites strife in the street and just between the people and the regime but between the people themselves as well. It was also pointed out that Qatar will use Al-Jazeera to settle any political scores with any Arab regime which may result in dire consequences.
